
OCMoves Goals and Objectives
- OCMoves will work with business leaders to mobilize state and federal support for Orange County’s high priority transportation programs and projects. OCMoves will research, develop and implement solutions to Orange County’s transportation challenges in part by mobilizing Orange County’s political and business leaders together around common priorities for transportation.OCMoves will advocate county transportation authorization, funding and regulatory priorities at the state and federal levels of government.OCMoves will provide business leadership to regional goods movement infrastructure mitigation and planning.OCMoves will lead business efforts to implement the Orange County Transportation Authority’s (OCTA) Renewed Measure M “Early Action Plan.”OCMoves will assist as needed with Orange County’s John Wayne Airport’s strategic airport expansion planning and involvement in the Regional Transportation Plan (RTP).OCMoves will advance authorization for project delivery methodologies at state and federal level to enable projects to be built quickly and cost-effectively.
- OCMoves will advocate an environmental platform to promote renewable sources of fuel, energy technology developments, and innovative, market-oriented approaches for meeting state and federal environmental standards.
Shaping Public Policy- Achieving Success Together OCMoves will accomplish its goals by formulating and carrying out an effective local, state, and federal advocacy program. The 2008-09 OCMoves strategic priorities will include:
I. Elevating Orange County and Regional Transportation Priorities
- Increasing Orange County’s allocation of the Prop 1B Infrastructure Bond funding and working with adjacent counties to increase total funding for Southern California.
- Protection of transportation funding in the state budget process;Securing a substantial increase in federal investment funding for Orange County and the region as part of the reauthorization of the federal surface transportation authorization bill (successor to SAFETEA-LU), and Increased funding of major local and regional projects including the Anaheim Regional Transportation Intermodal Center (ARTIC), completion of the SR-241 Toll Road, improvements to the SR-91, and major projects identified by the OCTA for federal authorization and appropriation.Leading a five-county Mobility 21 strategic planning and advocacy program to achieve an increased federal investment in the federal transportation reauthorization bill to fund added capacity and mitigation for goods movement infrastructure throughout the Southern California Region.
- Support roll-out of Support Governor Schwarzenegger’s Strategic Growth Plan and Performance Based Initiative (PBI).
II. Advocate for Energy Policies to Address Challenges and Maximize Economic Benefits
- Advocate for the construction and operation of renewable energy projects, such as wind, solar, and nuclear energy facilities.Ensure that regulation of air emissions is based on sound science and focuses on performance and market-based programs, rather than on command-and-control mandates. Participate in all major rulemakings on air quality, including, but not limited to, ozone, particulate matter, and greenhouse gases (GHG). Support fair implementation of air quality standards at the state and federal levels.
- Urge state and federal officials to carefully review the climate change issue before taking further action. Ensure that any climate change policies do not place unreasonable burdens on businesses and the economy.
III. OCMoves Leadership Program
- OCMoves will conduct advocacy programs in Washington, D.C. and Sacramento to advocate legislative and policy priorities determined by the OCMoves Steering Committee;OCMoves will host at least four leadership programs in 2008 to advocate Orange County’s transportation priorities to key state and federal officials. Programs to include: U.S. Transportation Secretary Mary E. Peters, U.S. House Transportation and Infrastructure Committee Chairman James Oberstar, U.S. Senator Patty Murray, Chair of the Senate Appropriations Subcommittee Transportation, Housing and Urban Development.
- OCMoves will provide an ongoing forum for business leaders to communicate with state and federal officials on behalf of the county and regional transportation priorities.
IV. Communicating Measure M Action Plans and Advocacy Results
- OCMoves will provide consistent communication to the Steering Committee, county stakeholders, and elected officials through regular call-to-action alerts, countywide and regional letter campaigns, and the Orange County Business Council’s online newsletter, the OCBC Indicator, on progress related to legislative and policy priorities.
- OCMoves will communicate progress on Renewed Measure M Early Action Plan to the Steering Committee and county transportation stakeholders.
V. Voice of Business for Renewed Measure M Implementation
- OCMoves is partnering with the Orange County Transportation Authority to provide oversight and support from the business community for Renewed Measure M implementation and final implementation of existing Measure M programs.OCMoves will host quarterly Steering Committee meetings to provide constructive review and support from the business community for the Early Action Plan (EAP) for Renewed Measure M, which identifies the following objectives for completion between 2007-2012:
- Completing conceptual engineering for thirteen freeway projects,Beginning construction on five freeway projects,Enabling all Orange County cities and the County of Orange to meet eligibility requirements for M2 funds,Awarding $165 million to cities and the County for signal synchronization and road upgrades,Implementing high-frequency Metrolink rail service,Awarding $200 million in competitive funding for freeway projects,Implementing transit fare discounts for seniors and persons with disabilities,Forging agreements between OCTA and resource agencies on environmental mitigation and permitting of freeway projects, and
- Completing program development for runoff and water quality improvements.
VI. Innovative Research and Analysis-OCMoves Leading the Way
The Orange County Business Council, the largest business, economic development, workforce education, housing, and infrastructure research organization in Orange County, will provide its research and analysis to all OCMoves initiatives.
