UCI’s Paul Merage School of Business hosted the 21st Annual Health Care Forecast Conference on February 23 and 24. OCBC participated in the discussion surrounding the Affordable Care Act (ACA) and the impending Supreme Court decision on whether or not the insurance mandate is constitutional. A panel including Kim Belshé of the Public Policy Institute of California provided an in depth review of the State of California and the implementation of the Benefit Exchange as 2014 rapidly approaches.
While many states are grappling with whether or not to fully implement the Exchange, panelists did say that these same states are preparing for the legislation to be ready in case the SCOTUS rules that ACA is constitutional.

Dr. James Baumgardner of the Congressional Budget Office reported on the impact of the federal debt and budget on health care reform including what impact the tax provisions would be if they expired at the end of 2012 or if they were extended for another ten years. Other topics of discussion were personalized medicine and the transformation of the health care market and a presentation from Dr. James E.
