OCMoves

OCMoves was established in 2007 by a public-private partnership of elected officials and business leaders who came together in 2005 to successfully campaign for and pass the successor to Measure M – Orange County’s half-cent sales tax dedicated to transportation. Renewed Measure M passed with 70 percent of the vote as a result of this unique collaboration of leaders that framed the public debate on the economic benefits and the need to sustain Orange County’s quality of life. Renewed Measure M will provide $12 billion dollars to improve Orange County’s roads, highways, and commuter rail infrastructure over 30 years.The focus of OCMoves will be to continue that collaboration of Measure M public and private stakeholders to advocate Orange County’s transportation priorities at regional, state and federal levels, as well as to provide oversight on behalf of the business community for renewed Measure M implementation.

OCMoves Advocacy Program

OCMoves establishes a legislative program that mobilizes support around Orange County’s transportation programs and projects by:

• Formulating an effective advocacy program, focusing on Washington, D.C. and Sacramento, to increase the level of state and federal funding for Orange County transportation projects.
• Sponsoring legislation to authorize private contracting, such as design-build authority and other public-private partnerships to expedite project delivery;
• Hosting a leadership program to educate key state and federal officials about Orange County’s transportation priorities.

The Renewal of Measure M was vital to Orange County’s infrastructure and its growing population–set to provide nearly $12 billion in local transportation dollars to improve freeways, maintain streets and roads. To ensure its passage, the Orange County Business Council joined forces with the Committee to Renew Measure M, a privately funded campaign effort comprised of residents, business professionals and community activities who understand that we must continue to invest in transportation improvements if we are to maintain our quality of life and keep our economy strong.

OCMoves Accomplishments

Since the launch of OCMoves, in October 2008, investment has enabled OCBC to meet the following objectives:

• Hosted three advocacy trips to Washington, D.C. to meet with Congressional leadership advancing the county’s priorities for federal reauthorization and ensuring effective allocation of federal stimulus funds for vital county infrastructure projects.
• Advocated for allocation of Prop. 1B funding and advanced state legislation on the LOSSAN corridor, extension of the 91 Corridor toll lanes to Riverside, and provided ongoing support for completion of the SR-241 toll road.
• OCBC selected by California’s Business, Transportation and Housing Agency to serve as the county’s lead on the economic recovery and stimulus process.
• Provided funding and leadership for Mobility 21, advocating regional Southern California transportation priority policies and projects and enables your company to participate in Mobility 21 programs.
• Provided constructive review and support from the business community for the Draft Early Action Plan for Renewed Measure M.
• Recruited business representatives to serve on the Measure M Citizens Oversight Committee (COC).
• Oversee and report progress on “old Measure M” carryovers.
