OCMoves was established by a coalition of Measure M stakeholders - comprised of private and public sector representatives – to advocate for Orange County's transportation priorities at the federal, state, and local levels, as well as to provide insight on behalf of the business community for the implementation of Measure M, renewed in 2006. Following is an outline of the OCMoves workplan:
The Business Council understands that good planning for our future – sound, efficient infrastructure systems -- is the very foundation our region is built upon, a key driver of:
- a prosperous, growing economy
- competitive businesses
- and a high quality of life for Orange County residents
Meeting infrastructure challenges requires good research, planning and strategy, and ultimately taking strong leadership positions on infrastructure policies and projects that will largely define Orange County’s prosperity and quality of life for decades to come.

OCMOVES OVERSIGHT
OCMoves is partnering with the Orange County Transportation Authority to provide oversight and support from the business community for Renewed Measure M implementation by:
- Providing constructive review and support from the business community for the Draft Early Action Plan for Renewed Measure M.
- Recruting business representatives to serve on the Measure M Citizens Oversight Committee (COC).
- Overseeing and report progress on four “old Measure M” carryovers:
- Countywide traffic signal synchronization;
- Development of a common pavement management plan;
- Expansion of the Metrolink service;
- Potential rebidding of custodial banking services.
OCMOVES ADVOCACY PROGRAM
OCMoves establishes a legislative program that mobilizes support around Orange County's transportation programs and projects by:
- Formulating an effective advocacy program, focusing on Washington, D.C. and Sacramento, to increase the level of state and federal funding for Orange County transportation projects.
- Sponsoring legislation to authorize private contracting, such as design-build authority and other public-private partnerships to expedite project delivery;
- Hosting a leadership program to educate key state and federal officials about Orange County's transportation priorities.
OCMOVES HISTORY
OCMoves was established in 2007 by a public-private partnership of elected officials and business leaders who came together in 2005 to successfully campaign for and pass the successor to Measure M – Orange County’s half-cent sales tax dedicated to transportation. Renewed Measure M passed with 70 percent of the vote as a result of this unique collaboration of leaders that framed the public debate on the economic benefits and the need to sustain Orange County’s quality of life. Renewed Measure M will provide $12 billion dollars to improve Orange County’s roads, highways, and commuter rail infrastructure over 30 years.The focus of OCMoves will be to continue that collaboration of Measure M public and private stakeholders to advocate Orange County’s transportation priorities at regional, state and federal levels, as well as to provide oversight on behalf of the business community for renewed Measure M implementation.

The Renewal of Measure M was vital to Orange County's infrastructure and its growing population--set to provide nearly $12 billion in local transportation dollars to improve freeways, maintain streets and roads. To ensure its passage, the Orange County Business Council joined forces with the Comittee to Renew Measure M, a privately funded campaign effort comprised of residents, business professionals and community activits who understand that we must continue to invest in transportation improvements if we are to maintain our quality of life and keep our economy strong.
