2013 OC WORKFORCE INDICATORS REPORT RELEASED--TESTING THE ISSUE IN 2014

OCBC and OC Workforce Investment Board hosted the 12th annual Orange County Workforce Development Conference with almost 300 business and education leaders in attendance. OCBC's Chief Economic Advisor, Wallace Walrod, Ph.D., presented the 2013 Orange County Workforce Indicators Report focused on this year's theme, "Preparing a 21st Century Workforce: The Common Core and Education Modernization." Panelists, supportive of the new Common Core Standards, included Jonathan P. Williams, Director of State Government Affairs for Intel Corporation; Joe Nunez, Executive Director of the California Teachers Association; Colleen You, President of the California State Parent Teachers Association; and Al Mijares, Ph.D., Superintendent of the Orange County Department of Education. Panelists discussed the varying ways Common Core will impact student testing, including how the change in procedures will make measuring success under the new standards a mystery for at least a year. CLICK HERE for the full report. NO ONE HOLDS THE MORAL HIGH GROUND--FEDERAL SHUTDOWN
State Capitol

OC Register Q&A with OCBC President and CEO Lucy Dunn

As the federal government shutdown heads to its second week, Orange County business leaders are joining the fight to end the impasse and protect the local housing recovery. With a coalition of national business groups, the Orange County Business Council has reached out to U.S. lawmakers urging a deal before too much damage is done to the economy. The shutdown is costing the U.S. economy at least $300 million a day, according to a new analysis by research firm IHS Inc. Even if the budget gridlock is resolved, however, the debt ceiling negotiations later this month could be even more damaging. CLICK HERE for the full interview and more information on the impact to Orange County's businesses. For more information, contact Bryan Starr, Senior Vice President, Government Affairs.

JUDGE RULES ONTARIO CAN MOVE FORWARD WITH LAWSUIT TO GAIN CONTROL OF AIRPORT
Early this year, Ontario filed a legal complaint to regain control of Ontario International Airport in order to prevent its operational demise. In response to the complaint, Los Angeles, Los Angeles World Airports and Board of Airport Commissioners filed a motion seeking to have the Court throw out all or part of the lawsuit, setting aside the agreement giving LA control over the Ontario airport. After hearing a lengthy argument on September 25, Judge Thomas Peterson overruled the motion in its entirety, ordering LA to answer the complaint within 30 days, which means that Ontario's lawsuit may continue and that Ontario may proceed with formal discovery to prepare for a possible trial. OCBC President and CEO Lucy Dunn serves on the Ontario International Airport Authority, which will manage the asset should Ontario regain control of the airport. For more information, contact Matt Petteruto, Vice President, Economic Development.

ORANGE IS THE NEW GREEN: JWA ENVIRONMENTAL REVIEW COULD INCREASE PASSENGER LEVELS

A plan that could gradually increase passenger levels at John Wayne Airport moved one step closer to reality. The Orange County Board of Supervisors agreed to almost $1 million in contracts for an environmental review of a proposal to amend and extend an agreement governing passenger levels and flight curfews at the airport. The agreement is set to expire at the end of 2015. Five companies were picked to prepare an environmental review of noise, traffic circulation, passenger numbers, jet types, and other elements at the regional airport. After 2020, the airport could gradually increase passenger levels from today's 10.8 million to a maximum of 12.5 million in 2026. Flights by large-passenger jets could also tick up to 95 per day from the current level of 85. JWA will host a Scoping Meeting in conjunction with the Notice of Preparation comment period, which is open to the public and will be held on Thursday, October 17, from 6:00 p.m. to 8:00 p.m. in the Airport Commission Room in JWA's administrative offices located at 3160 Airway Ave, Costa Mesa. CLICK HERE for more information on the proposed project and project alternatives.
