|I-405 TRAFFIC RELIEF IS NOW UP TO CALTRANS AFTER YESTERDAY'S OCTA VOTE.|
On October 22, Orange County Transportation Authority selected Alternative 1 as its Locally Preferred Alternative for the 1-405 Improvement Project, proposing to add one general purpose lane in each direction of the San Diego Freeway from Euclid Street to the I-605 Interchange.
Alternative 1 would fulfill Measure M's promise to Orange County voters, but does not go far enough to adequately relieve congestion on the nation's busiest freeway, or plan for future population growth. Alternative 3, preferred by OCBC and recommended by OCTA staff, would have added express toll lanes in addition to the general purpose lanes. OCTA's preference for Alternative 1 is a missed opportunity; Alternative 3 provided better traffic relief for more drivers AND a new revenue source that could fund even more traffic relief projects in Orange County for years to come.
"It's now up to Caltrans, which operates and maintains the I-405 freeway, to review OCTA's position and determine whether it best relieves regional traffic congestion," said Lucy Dunn, OCBC President and member of the California Transportation Commission. "Express lanes give motorists a choice--to pay a fee or not--depending on their travel needs. They are the funding future of mobility and overwhelmingly supported by business, labor and regional government leaders." |OC'S UNEMPLOYMENT RATE DROPS TO 7.1%|
|Orange County's unemployment rate hit a 4-year low in September, reaching 7.1%, and employers added 9,500 new jobs. OCBC Chief Economic Advisor Dr. Wallace Walrod attributed the low unemployment rate and concurrent job growth to a combination of factors. The return of teachers from summer break accounted for approximately 6,700 jobs. Surprisingly, leisure and hospitality businesses added 1,300 jobs--unexpected growth for this time of year, but a good sign for one of the OC's top industries. Health care jobs grew by 2,800, in no small part due to the opening of Kaiser Permanente's Anaheim Medical Center. Self-employment was also up in September. The state's unemployment rate in September remained in the double digits at 10.2%, an improvement over the previous month's 10.6%, but still third highest in the nation. OCBC took positions and advocated on behalf of dozens of state bills throughout the legislative session. Posted below is a summary of how Orange County's delegation ranks in order of support for OCBC positions on the 29 bills identified as related to business interests during the "One Voice, Two Capitols" advocacy trips to Sacramento and Washington D.C. in the Spring of 2012. The adjusted calculation is based upon the number of times a legislator voted with OCBC, divided by the total number of times a legislator was present for a vote.

Welcome to the OCBC Board of Directors Reggie Gilyard, Dean of the Argyros School of Business and Economics, Chapman University, and Gregory Leet, Vice Chancellor of University Advancement, University of California, Irvine. Dean Gilyard was formerly a Partner and Managing Director in Boston Consulting Group's Los Angeles office, Senior Advisor to BCG's Education practice in the US and led many local and national recruiting programs for BCG. Leet recently served as a vice president at Grenzebach Glier & Associates in Chicago, and has 20 years of direct fundraising and advancement management experience. He has many accomplishments in helping private foundations elevate their advancement and development functions. |BRYAN STARR JOINS OCBC AS SENIOR VP OF GOVERNMENT AFFAIRS|
Bryan Starr joined OCBC as Senior Vice President of Government Affairs on October 15, 2012. Starr joins OCBC following nearly eight years of service at Building Industry Association of Southern California (BIASC), where he served most recently as Chief Executive Officer of the Orange County Chapter of BIA-the largest in California-focused on issue advocacy in commercial and residential development, as well as economic and construction industry workforce development. In 2001, Starr was appointed as a junior staff member to the powerful Committee on Ways and Means, United States House of Representatives.

|ONTARIO INTERNATIONAL AIRPORT AUTHORITY TAKES HISTORIC FIRST STEPS|
Ontario International Airport Authority met Monday for the first time to elect officers and begin planning for the initial operation and management of the Ontario International Airport. The meeting was a historic moment and first step towards negotiations with Los Angeles World Airports for greater local control of the Ontario airport.
OIAA Commissioners elected Ontario City Council Member Alan D. Wapner as President, San Bernardino County Supervisor Gary Ovitt as Vice President and Riverside Mayor Ronald O. Loveridge as Secretary. Other members of the Authority are Ontario City Council Member Jim W. Bowman and Orange County Business Council President and CEO Lucy Dunn.
OIAA's first meeting came following the release of a report by Los Angeles City Administrative Officer Miguel Santana recommending Los Angeles negotiate for the transfer of ONT to the OIAA. |PUBLIC SUPPORT FOR SR 241 EXTENSION|
Since the initial planning stages, SR 241 Tesoro Extension has had large support from South Orange County voters and residents. This five-mile extension will connect the southern end of Oso Parkway to nearby Ortega Highway near San Juan Capistrano and provide relief to locals from heavy traffic congestion on I-5 and surrounding roads. A public opinion survey conducted in June 2012 shows that 61% of voters support the Tesoro Extension and the residents of San Juan Capistrano have even greater support at 67%.
The TCA has spent the last year developing engineering plans, completing environmental assessments and developing the financial strategy to complete the project. As a result of work with stakeholders and regulatory agencies, the progress made with the Tesoro Extension Project includes updated traffic analyses, environmental studies and mitigation plans, and environmental approval from the California Department of Fish and Game. The Federal Environmental Assessment is near completion and will be available for public review in the coming months. In addition, project updates have been given to numerous local organizations and have gained overwhelming support from the public.
The improvements in infrastructure and transportation will only benefit Orange County's commuters and workforce. An economic study projects that the construction of this extension will create more than 2,000 Orange County jobs and an additional 407 jobs statewide.
