|CLEAN WATER, NOT LAWSUITS: OCBC LEGISLATION INTRODUCED BY ASSEMBLYMAN DALY|
In response to costly litigation affecting numerous Orange County businesses, Assemblyman Tom Daly introduced AB 2712, co-authored by Senator Lou Correa, which is intended to clean-up groundwater, ensure consistency in the law and curb unnecessary litigation. For more than a decade, Orange County Water District (OCWD), an agency charged with groundwater management, has been side-stepping existing laws regarding contaminated water investigation and cleanup by suing dozens of businesses in order to avoid coordination or interaction with state agencies that have actual jurisdiction. Despite property owners having invested millions of dollars in cleanup costs, OCWD hired a contingency law firm -- which is a law firm that only gets paid if they win the case -- to proceed with costly legal action against those responsible for the groundwater contamination on the grounds of new legal theories, diverting funds and private resources away from cleanup efforts to instead pay attorney's fees. This bill provides those responsible for groundwater contamination with a clear set of guidelines for corrective action. In a time of critical drought emergency, AB 2712 is needed to ensure that resources are spent on cleaning precious water resources, not lawsuits. STATE ASSEMBLYMEMBERS BRING INFRASTRUCTURE FUNDING NEEDS BACK INTO FOCUS
California Assembly Republicans recently introduced a transportation infrastructure plan aimed at addressing the nearly $3 billion shortfall in transportation funding. The plan dedicates $11 billion in one-time funds and $2.4 billion annually for statewide transportation infrastructure projects. GOP leaders claim the plan would create up to 108,000 jobs statewide and grow the economy by $140 billion. In a 2011 report, the California Transportation Commission highlighted $295 billion in unmet transportation infrastructure needs throughout the state, including $5.9 billion in Orange County. Assembly Democrats have also raised the issue of infrastructure funding with a letter authored by Assemblyman Henry Perea and signed by 11 of his "Mod-Dem" Caucus colleagues. The Democrats' letter calls for legislative leaders to increase infrastructure spending in the Governor's budget from $337 million to $837 million. |ORANGE COUNTY VISITOR SPENDING RETURNS TO PRERECESSION PEAKS|
Orange County attracted 44.4 million visitors in 2013, reflecting an overall increase of about 600,000 or 1.4 percent in visitors, according to the Anaheim, Orange County Visitor & Convention Bureau and additional CIC Research. In addition to an influx of people visiting Orange County, visitor spending during 2013 jumped nearly 10.1 percent to $9.6 billion, compared to $8.7 billion in 2012, representing a $900 million year-over-year increase primarily driven by a surge in visitors staying in Orange County hotels. This marks a full recovery in visitor spending above the prerecession peak, even after adjustment for inflation and CIC Research indicates that the Orange County tourism outlook for 2014 will continue to increase, but at a more moderate growth. |MISSION VIEJO RANKED IN TOP 20 LIST OF LEAST EXPENSIVE PLACES TO DO BUSINESS|
Congratulations Mayor Frank Ury and Councilmembers! Mission Viejo is one of only two California cities ranked on a list of the least expensive western cities to do business, according to the Kosmont-Rose Institute Cost of Doing Business Survey.Claremont McKenna College's Rose Institute of State & Local Government has been conducting the Kosmont-Rose Institute Cost of Doing Business Survey for nearly two decades. The survey collects information about business fees and different tax rates from 305 California cities. The 2013 edition offers comparisons to possible alternatives to California like Arizona, Colorado, Nevada, New Mexico, Oregon, Texas, Utah and Washington. The rankings for each city are divided into one of five "Cost Ratings" groups: Very Low Cost, Low Cost, Average Cost, High Cost and Very High Cost. Mission Viejo, which has long been known for its business-friendly practices -- such as not having a business license fee -- and Moorpark, are the only California cities ranked on the list of Twenty Least Expensive Cities in the West in 2013. STUDY: JWA IS AN ECONOMIC ENGINE FOR SOUTHERN CALIFORNIA
A recent study reports that John Wayne Airport (JWA) provides a total of 43,000 full and part time jobs and $6 billion in total economic output, including $2.8 billion directly for the four Southern California counties -- generating important employment and economic contributions to the Southern California economy. This report summarizes the economic contribution of the airport, its airlines, their partner businesses, and in-bound visitors to the Orange County region. The study measures the direct, indirect and induced economic impacts created by JWA in Orange County, Los Angeles, Riverside and San Bernardino. The report also estimated that 2.4 million visitors who spent $1.9 billion in the region flew through JWA in 2012. CLICK HERE to read the full study. GOV. BROWN CONVENES ADVISORY COUNCIL TO EXPAND STATE'S INTERNATIONAL TRADE, INVESTMENT
Gov. Brown established the California International Trade and Investment Advisory Council and appointed former U.S. Ambassador to Hungary Eleni Kounalakis as chair on February 26 in an effort to bolster the state's international business opportunities. The California economy benefits significantly from international trade and investment, registering a record number of exports in 2013 with businesses exporting more than $168 billion in goods, 4 percent higher than in 2012. Foreign-controlled companies employ 590,100 California workers and foreign investment in the state is responsible for 4.9 percent of the state's total private industry employment. The council will advise the Governor's Office of Business and Economic Development (GO-Biz) on strategies to expand international trade and investment for California businesses. SOCAL GAS PRESIDENT ASSUMES ROLE OF COMPANY'S CEO
Dennis Arriola, president of Southern California Gas Co. (SoCalGas) has assumed the role as the company's CEO, effective March 1. Arriola succeeds Anne Shen Smith who has retired after 36 years with the company. Arriola's planned appointment to CEO and Smith's retirement were announced Sept. 25, 2013. Arriola has spent most of the past 20 years in a broad range of leadership roles for the Sempra Energy companies. He has served as president and chief operating officer of SoCalGas since 2012. In 2008, Arriola left the Sempra Energy companies to become executive vice president and chief financial officer for SunPower Corp., a Silicon Valley-based solar panel manufacturer.
