FROM THE TRAVEL DIARY OF LUCY DUNN

The following was written by OCBC President and CEO Lucy Dunn, who is currently traveling through Spain.

 

I've been traveling Spain for the last week and have taken a day to experience the amazing public transportation system. From high speed rail to metro to walkable communities, it has been a memorable experience. Watching Spain in a very tough economic situation proudly develop their high speed rail line has been a revelation. In fact, the tunnel for HSR under a UNESCO site--La Sagrada Familia--amazing Gaudi designed cathedral--is 15 centimeters beneath the foundation of the church! The technology is first rate from all countries--Germany, Spain, Italy. From Barcelona, you will travel to Paris, Madrid, Lisbon. Plus the metro system connects directly to HSR. The property values around the HSR stations under construction are already rising. Young people especially are buying flats near the transportation hubs. THEY SAID IT COULDN'T BE DONE...CONGRESS APPROVES ROADS BILL.

trafficAfter months of intense negotiations and years of active advocacy by OCBC, Mobility 21, OCTA, and many other partners in the business community, Congress on Friday finally approved a long-term surface transportation funding bill. The last transportation bill passed by Congress expired in 2009, and would have had to been extended for a 10th time if lawmakers had failed to reach an agreement, as transportation funding was scheduled to run out on June 30.

 

The highway bill package is a throwback to the days when compromise wasn't a bad word. Both sides participated in good old-fashioned bipartisan horse-trading, each side giving up cherished priorities for a common good. Most notably, House Republicans agreed to drop their demands for language expediting the authorization of the Keystone XL oil sands pipeline and loosening regulations on coal ash. In return, they won a concession from Democrats to streamline permitting of transportation projects. The legislation, called Moving Ahead for Progress in the 21st Century (MAP-21), maintains transportation funding at current levels through the end of fiscal 2014. OCBC POLICY WIN!

OCBC was part of a statewide coalition effort to secure a United States Patent and Trademark Office (USPTO) in California. Beating out other candidates in New York, Chicago and Texas, Silicon Valley has been selected as the destination for a new regional U.S. Patent Office.  

 

"This is a major win for California consumers and businesses," said Lucy Dunn, OCBC President and CEO. "The placement of a regional patent office in California will contribute overall to the state's economic recovery and jobs creation. This is an excellent example of the good work government can do in tough times to cut through red tape, and eliminate barriers to private sector growth. OCBC is pleased to have been part of the statewide coalition that advocated for this office."

 

California, with its great hubs of academic research, has become one of the innovation powerhouses in America. In 2010, more than 30,000 patents were granted in California, representing 25% of all patents granted in the United States. WEDNESDAY'S CHILD IS FULL OF WOE

The Governor signed California's budget last Wednesday. With optimistic revenue projections based on Facebook IPO earnings and a heavy reliance on voters passing a temporary tax hike on sales and high-income earners to raise $8.5 billion in the current budget cycle, it appears that the relatively quiet budget negotiations could be facing a more chaotic position in November.     

 

The legislature sent the Governor the main $91.5 billion spending legislation on June 15, the constitutional deadline after which lawmakers would have lost pay and expense money had they not passed a budget. After signing the main bill Wednesday, the Governor used his line-item veto authority to cut another $195 million from final budget. CLICK HERE to read more. BUSINESSES: YOUR INPUT NEEDED ON AIR QUALITY PLAN

South Coast Air Quality Management District is drafting the 2012 Air Quality Management Plan (AQMP), which will incorporate the "latest scientific and technological information and planning assumptions," including the 2012 Regional Transportation Plan/Sustainable Communities Strategy and updated emission inventory methodologies for various source categories. As a blueprint for how the region will meet federal air-quality requirements, the update has a 20-year horizon and will have broad and specific impact on business and the economy going forward. It is clear that business needs to be at this table to ensure cost-effective emission reduction goals are set --and that the regulations and requirements toward achieving those goals are economically sound with pragmatic compliance approaches for all of our businesses. The business community and government partners are encouraged to review the Draft Stationary Source Control Measures and Draft Mobile Source Control Measures in advance of the release of the complete draft AQMP.  The Notice of Preparation of a Draft Program EIR for the 2012 AQMP is also included for your review. MEET THE MAN WHO CREATED JAMES BOND'S CARS - JULY 31

On Tuesday, July 31 OCBC will host its fourth Chairman's Leadership Breakfast of the year, presented by Wells Fargo and AT&T, featuring Henrik Fisker, Executive Chairman and Co-Founder of Fisker Automotive, an American car company that produces luxury electric vehicles. Prior to co-founding Fisker Automotive, Mr. Fisker served on the Board of Directors and as design director at Aston Martin, where he designed the Aston Martin V8 Vantage and was responsible for the production launch design of the DB9, variants of which were James Bond's preferred vehicles. Mr. Fisker also held prominent design positions at Ford Motor Company, DesignworksUSA and BMW. He remains co-founder and CEO of Fisker Coachbuild, an automotive design house that revived the art of coachbuilding.

AROUND THE COMMUNITY: A FOND FAREWELL TO CINDY QUON AND BILL HABERMEHL

More than 100 transportation professionals paid tribute to former Caltrans District 12 Director Cindy Quon at a farewell event organized by the Orange County Chapter of WTS, June 21 at the Pacific Club. After contributing to the transportation community for 35 years, Quon has successfully advanced Orange County's mobility, and enhanced the county's economic prosperity and high quality of life. Quon worked closely with Caltrans, OCTA, TCA, and the business community to deliver large-scale infrastructure improvement projects, including the San Diego Freeway/Costa Mesa connector, Garden Grove Freeway widening, Santa Ana Freeway gateway projects, Riverside Freeway widening and Imperial Highway grade separation project.  

 

On June 27, OCBC Board Member and Superintendent Bill Habermehl celebrated with 300 elected representatives, community leaders and friends at his retirement from the Orange County Department of Education. Flanked by his children and grandchildren, Mr. Habermehl was presented with a video montage of his work and was given a loving send off from his staff after 45 years in education. Appointed as Superintendent in 2001 and elected three times in his own right, Mr. Habermehl leaves the Department of Education with numerous accomplishments, including the ACCESS program that he created that has educated 10,000 students who had previously dropped out of school or been expelled, and OCBC's Latino Educational Attainment initiative. CHALLENGES OF THE MILLENNIAL GENERATION

On Wednesday, June 20, OCBC, in partnership with the Orange County Workforce Investment Board, presented "The State of S.T.E.A.M. in Orange County," at the Microsoft Store at South Coast Plaza. Panelists Kimberly Waite, CH2M Hill, James Herr, The Boeing Company, and Dr. Heather Huntley tackled the latest topics and challenges facing Orange County and California's education system.  

 

The panel discussed the newest generation entering the workforce: Millennials. As this population enters the workforce, companies are learning how to manage them and provide incentives. Millennials by nature are skilled in multitasking and value the arts, civic engagement and social opportunities, as well as being rewarded for good work. However, the generation also has a characteristic sense of entitlement and can be inflexible with mundane tasks. They love the social aspect of work, not the mundane, and while they tend to get bored they will rise to a challenge if managed properly. CLICK HERE to read more.
