THE DOCTOR IS IN THE HOUSE! HOW ARE OC JOBS LOOKING FOR JULY?

After two months of stellar private sector job creation of close to 15,000, Orange County lost jobs in July mostly due to job cutbacks in the government sector, primarily seasonal cutbacks in public schools for summer recess. While the private sector continued to create jobs in Orange County, government reported a loss of 13,200 jobs. Orange County's unemployment rate in July was unchanged from June at 7.9% and down from 9.2% a year ago.

 

Looking year-over-year, Orange County job growth remains strong with 27,400 new workers added to payrolls in the last 12 months. Leisure and hospitality showed the largest employment increase over the year, with the addition of 8,900 jobs. This is due to investments in tourism over the last few years, including the addition of international travel from John Wayne and Disneyland's California Adventure expansion. While construction employment currently appears to be turning around in the last two months, the industry experienced the largest year-over decline with an overall loss of 3,800 jobs.

 

Orange County continues to outperform the nation, state, and other Southern California counties in terms of unemployment rates:

  • Los Angeles: 11.9%
  • Riverside: 13%
  • San Bernardino: 12.4%
  • San Diego: 9.2%
  • Ventura: 9.4%

CEQA MODERNIZATION? REFORM SO CLOSE, YET NOT THIS YEAR.

Environment Last Thursday, a bill containing thoughtful, substantive and long-overdue modernizations to the California Environmental Quality Act (CEQA) was put on hold by legislative leadership. SB 317, as introduced by Senator Michael Rubio, was backed by a broad coalition of business, labor, clean tech, schools, hospitals, transportation, local government, affordable housing and other groups with the goal of supporting meaningful CEQA reforms.  SB 317 was written to preserve the best parts of CEQA - environmental protection - while eliminating some of the abuses of CEQA that hurt job creation and community renewal. THE SQUIRRELS ARE BACK!

LEGISLATORS WILL NOT LET THE DOGS OUT... 
Faced with over 400 bills left to resolve before the end of session, covering serious state issues such as workers compensation, pension and regulatory reform and CEQA, California legislators have also decided methods of hunting require immediate close attention. SB 1221 will ban the use of dogs in the hunting for bears and bobcats, restricting their use only for needs of depredation, scientific research, or protecting livestock. With tempers flaring over "redneck" characterizations and humane hunting practices, legislators seem to have finally been "hounded" into action. HOAG AND ST. JOSEPH TEAM UP TO SET INNOVATIVE MODEL FOR HEALTH CARE.

Hoag Memorial Hospital Presbyterian and St. Joseph Health announced plans for a new regional health care affiliation, which will set forth innovative measures to transform health care delivery and ultimately become a model for addressing the biggest challenges in American health care. The organizations intend to form an integrated regional health system, including the respective Southern California hospitals, an expansive physician network, and numerous outpatient and urgent care facilities in Orange County and the High Desert. The partnership takes action to fix fragmented systems of care, greatly improves access for the underserved, and delivers on the goal of making the region among the healthiest in the country. This milestone merging will be a critical step for Orange County on its road to a healthier and more efficient health care system. MATH DOESN'T ADD UP: CA'S EMPLOYERS PAY THE MOST FOR WORKER'S COMP.

On August 16, the Health Care Task Force was pleased to welcome Jill Dulich, Senior Director, Claims Services for Marriott International.  Ms. Dulich works in her capacity for the Marriott as a spokesperson for WCAN, the Workers Compensation Action Network.  WCAN analyzes and researches the latest trends on California's Worker's compensation system and works with policymakers and stakeholders to improve workplace conditions for both the worker and employers.  

 

Currently, California employers bear a disproportionate cost burden for worker's compensation compared to employers nationally; paying 16 percent of all benefit costs in the nation, despite only employing just 12 percent of the national workforce. This is due to inefficiencies, abusive practices and litigation in California's system wasting billions and interfering with positive worker outcomes. Dulich discussed SB 863, which currently awaits it's third reading in the Assembly, as an important tool to address these inefficiencies in the state's system. Supported by numerous organizations, including CalChamber, League of California Cities, the CA Medical Association, and OCBC, the bill will work to lower employers worker's compensation costs by streamlining the liens process and limit backlogs.
